Dr David Burley

Dr. David Burley is the Clinical Director for the Upper Calder Valley Primary Care Network and Board Member at Pennine GP Alliance (PGPA), representing general practice across Calderdale. Drawing on over three decades of frontline experience as a GP Partner, David plays a key role in shaping primary care services through strategic leadership, collaboration, and advocacy for sustainable healthcare delivery. 

David joined the PGPA Board in June 2024 following his appointment as Clinical Director. Having spent his entire GP career at the same Calderdale practice, he brings a deep understanding of the local healthcare landscape and the pressures faced by both clinicians and patients. His motivation to join the Board stems from a longstanding commitment to improving services—not just within his own practice, but across the system. Through his role, he works to ensure that practices receive the support they need to deliver high-quality, responsive care. 

Throughout his career, David has taken on diverse responsibilities within his practice, from overseeing staffing and managing complaints to leading service transformation efforts. This hands-on experience equips him with a grounded, practical perspective, which he brings to Board discussions. His focus lies in driving initiatives that enhance care delivery, support the workforce, and ensure that general practice remains resilient and responsive to evolving challenges. 

David’s leadership style is defined by a level-headed, consistent approach. He values collaborative decision-making and regularly contributes insights from his day-to-day work as a GP to inform broader strategies. He believes PGPA plays a vital role in delivering services at scale, helping tackle health inequalities and improve population health outcomes across Calderdale. 

What David finds most rewarding about serving on the Board is the opportunity to influence positive change that benefits both patients and healthcare professionals. He is passionate about creating a system where high-quality care is accessible, sustainable, and shaped by those who deliver it. 

Outside of work, David enjoys collecting art and is an enthusiastic traveller. He also admits to a fondness for “trash TV,” which he credits as his way to unwind after long days in practice or strategic meetings. His grounding comes from a strong circle of friends—both within and outside the healthcare profession—who keep him balanced and motivated. 

David is guided by values of consistency, fairness, and a deep commitment to making general practice the foundation of effective, person-centred care in Calderdale.
